Step 1:

A few small programs need to be placed on your server to start publishing. Read the section Overview first.
Then, check Setup guides to see if a complete setup guide for your server environment already exists:

If there is a guide, download it and follow the directions given inside it.

Otherwise, use the API Specs together with an existing guide to create the few programs needed manually.
