| How reported hits are checked |

In order to combat misuse, Ipaya checks the pagehits that publishers report back. Here is how it works:
An Ipaya program accesses the pages of publishers, behaving in every way like a normal customer would behave. The only difference is that it painstakingly notes which pages it has accessed - and which not. We call the program "Holmes".
If a publisher tries to fake pagehits, he needs to fake them for a visitor who has really visited your pages (because he needs a "temp_anon_user"). Chances are, if a publisher fakes pages often, he might fake pages for Holmes as well.
After a publisher reports back pages, Holmes checks if the reported data corresponds to what he has visited at this site. If a publisher reports back pages that Holmes didn't access, he alerts both Ipaya and the publisher. If the publisher can't explain to Ipaya what has happened, Ipaya might suspend the account of this publisher.
Please note that holmes only alerts if you report back too many, or incorrect pagehits. If you report back less than every pagehit, it will not alert. Actually, you don't have to report back any pages if you don't want to. But if you report back a page, a real visitor must have visited it.
